What version are you using?
Is there a vertical scrollbar? Can you scroll with your mouse? With ALV, Page Down/Page Up should work but looking at your screenshot your transaction is not using ALV. See if setting parameter ~autoscroll = 1 for the webgui service produces the wanted result.
